São Paulo population, time zone and language

São Paulo is the capital of São Paulo state and Brazil's most populous city. Brasília, not São Paulo, is the national capital.

How many people live in São Paulo?

IBGE estimates 11,911,337 people in the city on July 1, 2026, more than any other Brazilian municipality. The 2022 Census counted 20,743,587 across the 39 municipalities of Greater São Paulo. The city alone covers 1,522.7 km² (588 square miles).1 2 3

IBGE's 2026 estimates for the 39 metro municipalities add up to about 21.6 million people. Inside the city, 96 administrative districts are grouped into 32 subprefectures.116 141 142

São Paulo time zone

São Paulo runs on Brasília time, UTC-3, all year, because Brazil ended daylight saving in 2019. It's 1 hour ahead of New York until November 1, 2026, then 2 hours ahead until March 14, 2027.70 139 140

Do people speak English in São Paulo?

Portuguese is the language of leases, banks, clinics and government offices. São Paulo scored 518 on EF's 2025 English Proficiency Index, above Brazil's 482. Even so, the UK government warns that healthcare workers are unlikely to speak English.10 11

The US Foreign Service Institute puts Portuguese among the languages closest to English, at about 24 weeks of full-time study. The city's Portas Abertas program teaches it free to immigrants of any nationality. USP's language center also ran a free 40-hour intermediate course for immigrants in the second half of 2026.12 13 143

Currency and paying

Brazil uses the real (R$, code BRL). Banco Central's PTAX rate was R$4.99 to US$1 on October 7, 2026, and dollar figures on this page use that rate. Pix instant transfers are free for individuals, and about 94% of adults in São Paulo state used Pix by December 2025.39 84 85

What it's like to live in São Paulo as a foreigner

Daily life runs in Portuguese, and the city has drawn immigrants for more than a century.

Economy and jobs

The city produced about R$1.07 trillion in 2023, or 9.75% of Brazil's GDP. Workers earned an average of R$5,431 a month in the second quarter of 2026, against R$3,621 nationally, and unemployment was 5.9%. Startup Genome's 2026 report ranks São Paulo first in Latin America for startups.6 7 8 9

A city built by immigrants

Immigrants were more than half of the city's residents in the mid-1890s, IBGE says, drawn by coffee and then by industry. Organized Japanese immigration began in 1908, and in the 2022 Census 2.08% of residents declared East Asian descent, about five times the national share.14 15 16

That Census counted 159,146 foreign nationals in the city. In 2025 the Federal Police registered 31,494 new immigrant residents here, the most of any Brazilian city. They included 652 people born in the US and 113 born in the UK.17 18

São Paulo expat community

InterNations listed 34,103 members in São Paulo and 34 events a month in October 2026. The American Society of São Paulo, founded in 1950, has more than 500 members from over 25 countries. AmCham Brasil counts about 3,200 member companies, and Britcham has an office in the city.118 119 144 145

Tipping, noise and mail

Restaurants usually add a 10% service charge, which Procon-SP says is optional and can't be imposed. City zoning caps outdoor noise at 50 decibels by day and 40 at night on purely residential streets. Mixed zones allow 60 and 50. The PSIU inspection team enforces those limits and can order a bar emptied.146 147 148

Mail is slower than it was. Correios delivered 88.62% of items on time in 2025, down from 94.25% in 2024. Every parcel from abroad needs a valid CPF in the recipient's name, and import taxes are paid by boleto or Pix within 20 days.149 150

Visas and paperwork for moving to São Paulo

Visa rules are national, so they work the same in São Paulo as anywhere in Brazil.

Since April 10, 2025, US, Canadian and Australian citizens need a visitor e-visa, which costs US$80.90. It allows stays of up to 90 days, with a cap of 180 days a year. British citizens can visit without a visa for up to 90 days, and EU citizens for up to three months in any six-month period.51 71 72 73

Living here needs a residence permit. These four routes are the most common.

  • Digital nomad. For remote workers paid from abroad, with at least US$1,500 a month in income or US$18,000 saved. Up to one year, renewable for another.
  • Retiree. A pension of at least US$2,000 a month that can be transferred to Brazil. Up to two years at first.
  • Work. A CLT employment contract with a Brazilian employer and qualifications that match the job. Up to two years at first.
  • Family reunion. For spouses or partners, children, parents and some other relatives of Brazilians or residents.

Sources 74 75 76 77

After arriving on a temporary visa, you have 90 days to request registration with the Federal Police. In São Paulo that happens at the Lapa de Baixo superintendency, and the processing and card fees total R$372.90. The CRNM residence card takes about 30 business days.78 79 80

Tax residence can start sooner than people expect. On most temporary visas you become a Brazilian tax resident on your 184th day in the country within any 12 months. With a permanent visa or a Brazilian employment contract, it starts on that date, and worldwide income is then taxed in Brazil.151

Requirements depend on your nationality, income and family. Confirm your route with a Brazilian consulate or a qualified immigration lawyer, and your tax position with a tax adviser. Every route and fee is in Brazil visas and residency, and the steps after landing are in the São Paulo moving checklist.

Is São Paulo safe?

São Paulo's homicide rate is low by Brazilian standards, but theft is common, especially of phones.

SSP-SP counted 530 homicide victims in the city in 2025, about 4.5 per 100,000 residents, against a national rate of 15.4. Robberies fell 14.6% to 98,358, the lowest since the series began in 2001, while thefts without violence rose 3.6% to 250,168.5 43 44 45

Both trends held into 2026. Homicides from January to July fell 11% from a year earlier, and robberies from January to August fell about 15%.46 47

Phones are the main target. São Paulo had 1,390.5 phone robberies and thefts per 100,000 residents in 2025, the third-highest rate among Brazilian cities over 100,000 people. The UK government lists Avenida Paulista, the historic center, Rua Augusta north of Paulista, the Sé cathedral, Praça da República, Luz and Pinheiros as theft hotspots.45 48

The full crime figures and areas to avoid are in our guide to how safe São Paulo is.

Healthcare in São Paulo

You can use the free public system, the SUS, and private care. About half of the city's residents also have a private plan.

About 5.98 million city residents held a private medical plan in August 2026, 78.7% of them through an employer. Brazil's Migration Law guarantees migrants access to public health services regardless of nationality or migration status, and legal residents can apply for an SUS card. The city runs 479 basic health units (UBS) with 680 public pharmacies between them.37 54 55 56

The UK government says public hospitals in big cities are often crowded, with long waits. Private hospitals such as Albert Einstein, Sírio-Libanês, Oswaldo Cruz and HCor hold Joint Commission International accreditation. They expect payment or proof of insurance when you're treated.50 57 58

An individual plan had a median ANS reference price of about R$570 a month at ages 29 to 33 in June 2026. Plans can make you wait up to 180 days for most planned care and 300 days for childbirth. Urgent and emergency care is covered after 24 hours, so check the terms before you sign. Healthcare in São Paulo covers hospitals, plan costs and SUS registration.36 38

Getting around São Paulo

Trains and the metro are the backbone, and buses fill the gaps.

The Metrô network reached about 111 km when Line 17 opened in March 2026, linking Congonhas Airport with Lines 5 and 9. A Metrô or CPTM ride costs R$5.40 and a city bus R$5.30. With a Bilhete Único card, one bus fare covers up to four buses in three hours, and a monthly bus and rail pass costs R$411.13. City buses are free on Sundays.34 35 59

By late September 2026, every turnstile on Metrô-run lines took contactless bank cards. Lines 1, 2, 3 and 15 run all night between Saturday and Sunday on a trial basis until January 31, 2027.60

Three airports serve the city. Guarulhos International (GRU) is about 25 km (16 miles) from the center, and the Airport Express train from Palmeiras-Barra Funda costs the standard R$5.40. Congonhas (CGH) is on the new Line 17. Viracopos (VCP) is in Campinas, with executive coaches from the Tietê bus terminal.59 62 63 152

Your first 90 days in São Paulo

Work through these roughly in order. The CPF comes first because banks, landlords and phone companies ask for it.

  1. Get your CPF

Apply free online with the Receita Federal, or at a Brazilian consulate before you fly. Partner outlets such as Correios charge R$7.

  2. Register with the Federal Police

On a temporary visa, request registration within 90 days of arrival and give your biometrics in person. Your protocol and passport prove your status for up to 180 days until the card arrives, and the Federal Police can extend that.

  3. Open a bank account and set up Pix

Banks may open accounts online after checking your identity. Caixa asks for a photo ID and a CPF, and Pix transfers are free for individuals.

  4. Sign a lease

QuintoAndar, for example, asks foreigners for a CPF, the RNM residence ID and proof of income. A lease can require only one guarantee.

  5. Get a transit card and a phone line

Register on the SPTrans site for a free first Bilhete Único. Prepaid phone lines must be registered with an ID number or CPF.

  6. Register at your local UBS

Add your CPF and nationality to your record at your basic health unit (UBS). The city is using the CPF to replace the old SUS card number.

  7. Sort out driving

A foreign license works for up to 180 days after entry, with an International Driving Permit if your country is a party to the 1968 Vienna Convention. After that you need a Brazilian CNH.
