Is São Paulo safe? What the data says
Is São Paulo safe? On homicide, it does far better than Brazil as a whole. SSP-SP counted 530 victims in the city in 2025. That's about 4.5 per 100,000 residents by our calculation, against 15.4 nationally (FBSP, July 2026). Theft is the real risk. Its phone robbery and theft rate is the third-highest of any Brazilian city over 100,000 people, so everyday habits matter most.

Is São Paulo safe to live in? By Brazilian standards, yes, if you plan for theft. São Paulo state had Brazil's second-lowest violent death rate in 2025, 7.8 per 100,000, against 19.1 nationally.6
Street theft is the weak spot. The city logged 1,390.5 phone robberies and thefts per 100,000 residents in 2025, the third-highest rate among Brazilian cities of over 100,000 people. With 5.6% of Brazil's population, it had 20% of the country's phone thefts.6
Trends are mixed. Robberies fell 14.6% in 2025 to the lowest level since SSP-SP's series began in 2001, while thefts and homicides rose. In 2026, homicides from January to July were 11% below the same months of 2025.2 3 7
Is São Paulo safe for tourists?
Visitors mostly face theft and pickpocketing. The UK does not advise against travel to São Paulo, and the US rates Brazil at Level 2 of 4. The FCDO names Avenida Paulista, the historic center and the Luz station area as theft hotspots and advises against using your phone on the street.23 24 25 28

Deaths caused by police are counted separately. FBSP recorded 835 across São Paulo state in 2025, 23.1% of all violent deaths there. Its previous yearbook found that police caused about 40% of the city's 937 violent deaths in 2024.6 12

What is the PCC?
The Primeiro Comando da Capital (PCC) is a criminal organization that began in Brazil's prisons. FBSP calls it the dominant group in São Paulo state and on a cocaine route to the port of Santos. The US designated it a Foreign Terrorist Organization effective June 5, 2026, a label FBSP says conflicts with Brazilian law. Brazil's anti-terrorism law covers acts driven by xenophobia or prejudice, so profit-driven factions fall under its organized-crime law instead.6 13 59
Is São Paulo safer than Rio and other cities?
Rates per 100,000 residents in 2025. Agencies count homicide differently, so treat small gaps with caution.

Is São Paulo safer than Rio? On lethal violence, yes. Rio de Janeiro state's violent death rate was almost three times São Paulo state's in 2025. Phone theft runs the other way, at 793.7 per 100,000 in Rio city against 1,390.5 in São Paulo. Read the full São Paulo vs Rio de Janeiro comparison.6
Paraná, Curitiba's state, had about double São Paulo state's violent death rate. Among the Latin American cities listed, only Buenos Aires had a lower homicide rate than São Paulo. Compare São Paulo with Curitiba, Mexico City, Santiago and Buenos Aires.1 6 16 17 18 19
Areas to avoid in São Paulo
Official crime data comes by police precinct, not by neighborhood, so no official list of dangerous areas in São Paulo exists. Foreign government advice and precinct counts show where incidents cluster.
Dangerous areas named by foreign governments
The FCDO says theft affecting British nationals is most common around Avenida Paulista, Rua Augusta north of Paulista and the historic center. It also lists Sé cathedral, Praça da República, the Luz station area and Pinheiros. Canada adds the Mercado Municipal, the Pinacoteca and Praça Princesa Isabel to its list of areas where violent crime often occurs.25 27
The FCDO names Pinheiros directly. If you are weighing Consolação, Bela Vista or Jardins, read their guides with this list in mind.25
Crime by police precinct
SSP-SP reports crime by police precinct (DP), and precincts don't follow neighborhood lines. The 14th DP covers Pinheiros, Alto de Pinheiros, Vila Madalena and part of Cerqueira César. Counts are raw totals, not rates per resident.42

For robberies alone, Capão Redondo (1,623), Pinheiros (1,473) and Campo Limpo (1,247) led from January to May 2026, with Perdizes at 909. SSP-SP called ranking neighborhoods this way inappropriate.44
Is downtown São Paulo safe?
Downtown draws the most specific foreign warnings. The Sé precinct, third in the phone table above, also logged 1,027 robberies from January to May 2026. The Campos Elíseos precinct, which covers most of República, logged 679 robberies and thefts in July 2026, level with July 2025.44 60
Cracolândia in São Paulo
Cracolândia, the open drug scene near Luz station, has been empty of users since May 13, 2025. TV Globo filmed crack use at other points in the Centro in February 2026, and drug seizures fell near Luz while rising in neighboring districts. The state government denied that users had dispersed.45 46 47
Favelas in São Paulo
The US advisory tells its citizens not to enter favelas, also called vilas or comunidades, for any reason, even on guided tours.28
Safe places to stay in São Paulo
No official source we found names the safest neighborhoods, and prime areas see theft too. Robberies and thefts in July 2026 were 28% above July 2025 in the precinct listed as Itaim Bibi (15th DP). They were 26% higher in the Consolação precinct (4th DP).61

Common risks for residents
Phone theft in São Paulo
The city logged 154,058 phone robberies and thefts in 2025, about 17 an hour, and police returned 10,477 phones to their owners. The FCDO says thieves target phones mostly from 4pm to 9pm. Robbers often force victims to unlock their phones to reach banking apps.5 6 24
Is it safe to walk in São Paulo?
On foot, the main risk is phone snatching, by day as well as at night. Nationally, 45.6% of phone thefts in 2025 happened between 8am and 5pm. Canada says armed thieves on motorcycles regularly snatch belongings in São Paulo.6 27
Pix scams and card fraud
São Paulo state has Brazil's highest recorded fraud rate, 1,808.3 per 100,000 people in 2025. In a July 2025 Febraban survey, the top scams were card cloning (45%), WhatsApp scams (34%), fake bank call centers (31%) and Pix scams (24%).6
Pix limits cap what a thief can move. Between 8pm and 6am, payments between individuals start with a R$1,000 cap (about US$200). You can ask your bank to raise it, and the increase takes at least 24 hours. A Pix from an unregistered device is capped at R$200 (about US$40) per transfer and R$1,000 a day. Dollar amounts use the Banco Central rate of R$4.99 per US dollar on October 7, 2026.32 33 34
The FCDO warns of card cloning at ATMs and in shops and of overcharging on card terminals. Keep your card in sight and check the amount on the terminal before you pay.24
Express kidnapping in Brazil
The US calls express kidnapping an ongoing threat in Brazil. Victims are forced at gunpoint to withdraw cash from several ATMs or send money by Pix. The FCDO links some cases to fake ride-hailing accounts. The US advises using ATMs in malls or major hotels.24 28
Other risks in official advice
- Drink spiking. Canada reports spiked drinks in crowded São Paulo bars, used to force cash withdrawals.
- Dating apps. The US warns that criminals use dating apps and bars to target foreigners, then drug and rob them.
- Methanol. The FCDO reports deaths from spirits contaminated with methanol, and Canada reports poisonings in São Paulo state.
- Home invasions. Canada says these peak in December and January and have targeted affluent neighborhoods and foreigners' homes.
What safety precautions should I take in São Paulo?
These habits come from US, UK and Canadian government advice and FBSP research. Add them to your moving checklist.
- Don't resist a robbery.
- Keep your phone out of sight on the street, especially from 4pm to 9pm.
- Don't display expensive watches or jewelry.
- Carry fewer bank cards and use ATMs inside malls or major hotels.
- Vary your routes and park in lit, guarded garages.
- Order sealed bottles or cans in crowded bars.
- Turn on your phone's theft-protection features.
- Avoid political rallies. Brazil's election runoff is on October 25, 2026.
If your phone is stolen
Block the phone
Report it through the federal Celular Seguro service so it can be blocked quickly.
Cut off bank access
Robbers go after banking apps, so block your bank and Pix access as soon as you can.
File a police report
Use the Polícia Civil's online Delegacia Eletrônica. The same portal links to an IMEI lookup.
Is São Paulo safe at night?
Nationally, 40.1% of phone robberies in 2025 happened between 6pm and 11pm, so plan the trip home before you go out.6
Metro and trains
The Metrô runs from 4:40 to midnight, and all night from Saturday into Sunday on a trial until January 2027. It recorded 0.64 crimes per million passenger entries in 2025, with cameras at every station on Lines 1, 2 and 3. Still, 24,415 phones were stolen on the metro and trains in 2025. Is it safe to ride city buses?
The FCDO says robberies are common in Brazilian cities, especially on buses. The US tells its government staff not to use municipal buses because of the risk of robbery and assault, especially at night.24 28
Is Uber safe in São Paulo?
Use Uber and other ride-hailing apps only through the official app, and check the plate and driver before getting in, as the FCDO advises. It reports robberies and express kidnappings in unlicensed taxis and in cars using fraudulent ride-hailing accounts. At Guarulhos airport, only Guarucoop taxis may pick up passengers. Uber, 99 and Rhino pickups at Terminal 2 use a dedicated Praça Pick-up on the arrivals level.24 62 63
Driving
Canada warns that carjackings often happen at intersections and in tunnels, especially at night, and that mass robberies (arrastões) can hit traffic jams. See getting around São Paulo for transport options.27
Is São Paulo safe for women and LGBTQ+ residents?
Women
The records are mixed. Femicides in the city reached 60 in 2025, the highest since records began in 2018, then fell 17% from January to August 2026. Recorded rapes rose 12.4% over the same months. São Paulo state's femicide rate, 1.1 per 100,000 women, is below Brazil's 1.4.2 6 10 11
The city has nine women's police stations (DDMs), seven open 24 hours. The 1st DDM is at the Casa da Mulher Brasileira, Rua Vieira Ravasco 26, Cambuci. Ligue 180 is a free 24-hour helpline for women facing violence, also on WhatsApp at (61) 9610-0180.37 38
LGBTQ+ residents
Homophobia and transphobia have been punishable under Brazil's racism law since a 2019 Supreme Court ruling. Police records of these crimes in São Paulo state rose 54.8% to 1,478 in 2025, which may partly reflect more reporting. Canada notes serious assaults on LGBTQ people in Brazil, and the FCDO says São Paulo's Pride events are usually very peaceful.6 24 27 41

The US Mission suspended consular services across Brazil on October 2, 2026, citing security concerns. On October 4 it said all posts were operating normally again. The FCDO advises against travel only to certain river areas in western Amazonas State.23 29
For comparison, the US rates Mexico and Chile at Level 2 and Argentina at Level 1. Advice changes, so check the current version before you travel and confirm entry rules in Brazil visas and residency.30
Floods, storms and landslides
The city's emergency weather center (CGE) puts the rainy season at November to mid-April, when storms bring street flooding, landslides and overflowing rivers. The FCDO notes that heavy rain and flooding can also come outside the rainy season. The first 14 days of September 2026 brought a record 253.8 mm (about 10 inches) to INMET's Mirante station. Flood alerts
- Text your CEP (postcode) to 40199 for free Defesa Civil alerts by SMS.
- Defesa Civil Alerta messages reach 4G and 5G phones in the affected area for free, with no sign-up. They are on by default on most smartphones from about 2020 onward, but don't arrive over Wi-Fi alone or in airplane mode.
- The CGE website lists live flood points. Its map shows gray for normal conditions, yellow when rain could cause flooding and red once a river or stream has overflowed.
