The short answer
Buenos Aires has public hospitals and private providers with international patient teams. Call 107 for a SAME medical emergency in the city. For planned care, do not assume every public hospital is free for every foreign visitor. CABA rules distinguish temporary and permanent residents from other applicants. National hospitals apply a separate 2026 payment and insurance procedure for foreigners without permanent residence.
- Medical emergencies in the city use 107.
- CABA equal-access rules name temporary and permanent residents.
- National hospitals apply Resolution 1066/2026 to nonpermanent foreigners.
- Hospital Alemán advertises care in Spanish, English and German.

Can foreigners use public hospitals?
| Hospital operator | Relevant rule | Practical consequence |
|---|---|---|
| Buenos Aires city | Resolution 1054/MSGC/25, revised annex under 913/MSGC/26 | Temporary and permanent residents have access on the same terms as nationals |
| Argentine national government | Migration Law article 8 and Resolution 1066/2026 | Nonpermanent foreigners need insurance or prior payment for habitual care |
| All emergency care covered by Migration Law article 8 | DNU 366/2025 amendment | Emergency treatment cannot be denied based on migration status |
Ask who administers the hospital. A hospital address in Buenos Aires does not establish that CABA operates it. A temporary resident can therefore face a different planned-care procedure at a national hospital.4,
The CABA procedure for applicants without an Argentine DNI includes arrangements to cover planned care. The revised 2026 rule lists travel insurance, consular coverage or a payment to an official hospital cooperadora account. It requires an issued budget.4
Use Argentina visas and residency to understand your category. Follow the moving checklist to prepare documents before arrival.
